Under the general supervision of the Director of Veterans Services or designee, performs a variety of skilled administrative and professional work requiring considerable responsibility, trust, and independent judgment. Must be a veteran with active military service. Must provide DD-214 with application. Must have 1 year of residency in Nebraska immediately prior to assume position.
Provide professional advocacy assistance to veterans, spouses, widows and dependents entitled to benefits.
Establish and maintain effective working relationships with clients, supervisors, County employees, elected officials, other agencies, and the general public.
Conduct veteran service needs assessments to assist in determining eligibility for veteran’s programs, including County Veterans Aid fund.
Prepare various applications (e.g. compensation, pension, education, medical treatment, burial, etc.) based on entitlements of applicant.
Comply with Civil Service policies and regulations, applicable collective bargaining agreements, county policies, and laws to create a cooperative, safe, respectful and quality work environment.
Monitor submitted applications and assist eligible parties in developing and obtaining necessary documentation.
Assist in filing appeals or other actions for denied claims or applications.
Maintain a current knowledge of federal and state regulations as well as statutes affecting Veteran’s services and programs.
Report to assigned worksite with regular, predictable, and consistent attendance.
Peripheral Duties
May serve as a veteran service liaison to boards, commissions, educational institutions, government agencies, and community based groups.
Prepare and present information and outreach regarding veteran’s services to veteran’s organizations and community service organizations.
Assist in maintaining records for statistics relevant to departmental operations and metrics.
May serve as a member of various committees and veterans organizations.
Assist the Veterans Service Committee with their meetings and outreach as directed.
Perform other duties as directed and assigned.
Education and Experience
Must be a veteran with active military service.
Must provide DD-214 with application.
Must meet the following: By Neb. Rev. Stat. § 80-410 (2) - All county veterans service officers shall have served on active duty in the armed forces of the United States, other than active duty for training, shall have been discharged or otherwise separated with a characterization of honorable from the service, and shall have been bona fide residents of the State of Nebraska continuously for at least one year immediately prior to assuming any such position, except that if there is no applicant for county veterans service officer in a county who will have been a bona fide resident of the State of Nebraska continuously for at least one year prior to assuming such position, the one-year residency requirement may be waived.
Bachelor's Degree from an accredited college or university in Public Administration, Human Services or related field required*.
NOTE: *Approved work experience beyond that required which provides equivalent knowledge, skills, and abilities may be considered and substituted for the stated education*
Two (2) years of demonstrable work experience with social services, Military, Federal and State administrative procedures or veteran service programs required*.
Must type 30 net words per minute (nwpm).
Must have or acquire VSO accreditation from the Department of Veterans Affairs within one (1) year of employment.
Special Requirements
Must have and maintain throughout employment a valid Driver’s License, as well as meet eligibility requirements of “acceptable driver standards” as defined by the County.
Successfully pass Federal background examination, finger printing and necessary training to obtain access to Federal veteran programs.
Necessary Knowledge, Skills and Abilities
Considerable knowledge of veteran service programs and delivery systems
Considerable knowledge of Federal and State veteran service grant programs
Knowledge of Federal, State and Local laws, regulations, statute, policies and guidelines governing veteran service programs
Working Knowledge of veteran service program function, design and evaluation
Some knowledge of budgetary and accounting processes and procedures
Skill in interpersonal communications and executing effective customer service practices
Ability to manage and maintain confidential and sensitive information
Ability to perform tasks with attention to detail and a high degree of accuracy
Ability to effectively utilize Microsoft Office programs and veteran specific programs
Ability to accurately perform mathematical and statistical duties
Ability to meet and deal with a diverse public, work under pressure, navigate stressful situations while maintaining composure
Ability to communicate effectively, in English, both verbally and in writing
Ability to understand and follow exacting verbal and written instructions
Ability to prioritize work and carry out assigned projects to completion
Ability to operate office equipment including, but not limited to, multiline phone, computer, scanner, fax, and multifunction printer

Required sensory abilities include vision and hearing. Visual abilities, correctable to normal ranges, include close and color vision as well as the ability to adjust focus. Communication abilities include the ability to talk (i.e. verbal exchange / exchange information) and hear (i.e. exchange information accurately) within normal ranges. Incumbent must be able to exert sustained concentration for several hours at a time.
Work is performed indoors in an office setting. Work hours may include evenings, weekends, call-ins, and holidays. Work may be fast-paced when dealing with multiple priorities and time constraints. The noise level is typically moderate.
